The 18-year-old, who is considered as one of Brazil’s top midfield talents, earned his debut for the first team earlier this year at Vasco.
Paris Saint-Germain, Barcelona, Newcastle United, and Manchester City are among the elite clubs in Europe that are interested in signing the talent.
However, according to Globo, the Blues have now decided to pay Vasco a €20 million (£17.5 million) premium in order to recruit the talented midfielder.
According to the source, the midfielder is currently his route to London to get a physical and sign a deal.
Santos has played at the under-16 and under-20 levels for Brazil’s national team.
Due to the fact that the contracts of both Jorginho and N’Golo Kante expire at the end of the current campaign, Chelsea may be in the market for new midfielders in the next summer.
