The former England international still believes Lukaku could get another chance to revive his Chelsea career under their new manager.
The Blues are expected to announce their new manager in a matter of time after the dismissal of Graham Potter over the weekend.
Lukaku left the club on loan to Inter Milan last summer just a year on from his £97million move to Stamford Bridge.
The Belgium international struggled to find his feet upon his return to the Premier League.
The Blues themselves are struggling in front of goal with Kai Havertz their point-man, scoring just nine this season.
“It depends on the manager,” Sturridge told Sky Sports.
“The new manager could come in and build a team around him and I think that is probably what Lukaku needs.
“So if he does come back and has a very good preseason, I am sure the manager will know this guy is a goal scorer. That is what he is known for.”
