Because Rice is seen as a leader in the midfield, Chelsea has identified him as one of their top targets for the next summer transfer window, according to Football Insider.
Given that both midfielders, Gallagher and Loftus-Cheek, have been linked to long-term departures from Stamford Bridge since last summer, the Blues are willing to consider bids for both.
